Taiwan has been modernising invoicing for many years, starting with standardisation initiatives as early as 2006 to move invoices into consistent digital formats. This evolved into the Government Uniform Invoice (GUI) scheme, and more recently the electronic Government Uniform Invoice (eGUI) framework administered by the Ministry of Finance and the National Taxation Bureau of Taipei.

Since January 2021, Taiwan has operated a real-time / near real-time digital reporting approach via the Ministry of Finance E-Invoice Platform, particularly targeting cross-border e-commerce and digital service transactions. The technical standard continues to evolve, with MIG 4.0 mandated from 1 January 2024 to standardise XML structure and reporting.

Do I need to have a permanent establishment in Taiwan to be required to e-invoice?

The mandate specifically includes foreign digital service providers without a fixed place of business in Taiwan (offshore). So a physical PE is not required to be in scope

Cross-border (B2B/B2C digital services): The mandate applies to offshore foreign digital service providers in scope; the documents focus on platform participation and taxpayer identification requirements, but do not explicitly state VAT registration as the trigger. N/A (not explicitly stated).

Domestic: the mandate applies specifically to tax registered companies but can include some small-scale businesses that are not VAT registered.

B2B: Upload within 7 days from issuance.
B2C: Upload within 2 days from issuance (also referenced as 2 days after delivery in the process description).

Late issuance/transmission may trigger a fine between NT$ 1,500 and NT$ 15,000.

Additional penalties may apply for missing required elements (e.g., missing Unique Uniform Invoice Seal), including a 1% fine (noted as NT$ 3,600) for certain recording/accuracy violations.
